Neil Manley
Managing Director
Neil’s journey with the firm began as a partner in 1990, eventually ascending to the role of Managing Director. With a focus on project management services, Neil plays a pivotal role in steering the practice’s overall direction, encompassing business strategy, finance, and client relationships. Additionally, he oversees facilities management, including IT strategy and procurement, ensuring the smooth operation of essential systems.
Neil’s career spans over two decades in the affordable housing sector, marked by a diverse array of experiences. Initially trained with aspirations of becoming an architect, he transitioned into project management, where he found his niche. His professional journey includes stints in various sectors, such as education with the Inner London Education Authority and private housing design and construction with David Wild Architects. More recently, Neil has dedicated his expertise to affordable housing initiatives, drawing on practical experience in mechanical and electrical fields to enhance project outcomes.
A holder of a Bachelor of Arts Honours degree in Architecture, Neil’s commitment to professional excellence is further evidenced by his early membership in the Association of Project Safety.

Andrew Belsey
Director
Andrew is a seasoned professional with over 30 years of experience in the development and construction industry. As the Head of the Project Management department and a Partner at Churchill Hui since 2007, Andrew brings a wealth of expertise in managing projects and teams to successful outcomes. He has been an integral member of the team since 2002, demonstrating unwavering dedication and leadership.
With early formal training as a building estimator, he gained valuable experience working for building contractors and a developer. Transitioning into contract administration within a housing association, he initially served as a surveyor before advancing to the role of development officer.
His career trajectory, spanning from contractor roles to housing association positions, and finally to consultant employer’s agent, has endowed him with a diverse and well-rounded understanding of the development process. He harbours a specific interest in historical and traditional building forms, complemented by a deep comprehension of modern construction techniques and issues related to building defects. This broad spectrum of experience equips him with the ability to empathise with and address the requirements of all stakeholders involved in the development process.

Cerys Tudge
Director and RIBA Client Adviser (Housing)
Cerys joined Churchill Hui in 2022, quickly rising to the role of Director in 2023. With a diverse skill set encompassing architecture, RIBA Client Advisory services, and development management, she boasts a wealth of experience spanning the entire development lifecycle, both in public and private sectors.
Her expertise encompasses regeneration initiatives, new build construction, building regulations, and planning policies. Notably, Cerys spearheaded the introduction of some of the first net-zero carbon (NZC) homes within a brownfield redevelopment project, underscoring her commitment to sustainability and innovation.
Adept at problem-solving, Cerys is deeply passionate about delivering well-designed and sustainable affordable housing solutions. She leads multiple long-term regeneration endeavours, fostering collaboration between clients and contractors to achieve shared goals. Her strategic guidance encompasses advice on quality, procurement, programming, risk management, and sustainability, all aimed at maximising return on investment and enhancing placemaking efforts.
Cerys boasts an impressive track record of successfully obtaining planning approvals for challenging sites, listed buildings, and conservation areas.
Educationally, Cerys holds a BA (Hons) in Architecture, a Dip Arch (Architecture) and MA Professional Practice (Architecture). Prior to joining Churchill Hui, she gained valuable experience at Clarion Housing Group and Antler Homes.
Outside of her professional pursuits, Cerys finds joy in her young family and indulges her creative side through hobbies such as interior design and upholstery.

Claire Crook
Director
Claire’s journey with Churchill Hui began in 1999, and she was appointed Director in 2017. Her area of expertise lies in corporate governance, where she oversees all day-to-day management functions of the practice. Claire’s role extends to leading pre-contract negotiations and bid writing, complemented by her attainment of the RICS Certificate in Construction Project Management. Currently project managing a number of projects for a main contractor, she has a view of the process from both sides.
Additionally, Claire spearheads the refinement and integration of processes, ensuring the continuous certification of Churchill Hui’s ISO accreditations for both ISO 9001 (Quality Assurance) and ISO 14001 (Environmental Management).
Beyond her professional commitments, Claire dedicates her weekends to volunteering for parkrun UK. Serving as a Regional Event Support Ambassador for London and co-Event Director for Laleham junior parkrun, she supports a core team of volunteers and ensures compliance with brand values and health and safety standards. Claire’s passion for nurturing community extends to her role as a Run Director at Bedfont Lakes parkrun, where she trains volunteers in key roles. Her previous volunteer experience includes serving as Trustee and Charity Secretary of The Environment Trust for Richmond upon Thames, where she contributed to the enhancement of the natural, historic, and active environment in the region and neighbouring boroughs.
